It's also hypothetical ("What if...").<br /><br />IMO it's highly unlikely that the son or daughter of a past president would be better qualified than any person alive. But I will grant that it might be hypothetically possible.<br /><br />In this particular case, however, the argument is against perpetuating a political dynasty centered around one family. Note the question "Is there really no one else?"<br /><br />I would strenuously argue that there are several more qualified people to be president than Jeb Bush (or Hillary Clinton, or Michelle Obama...) - Scott Walker, Paul Ryan, even Ted Cruz, to name just a few.<br /><br />I would also argue that there are much more electable candidates than Jeb Bush.
